Prior to the time hereinafter mentioned, Leesville avenue in the township of Woodbridge, Middlesex county, crossed the Pennsylvania Railroad at grade. A proceeding was instituted by the township of Woodbridge and after notice and hearing the Board of Public Utility Commissioners of the State of New Jersey determined that the crossing was dangerous to the public safety and public travel was impeded thereby.
