Plaintiff New York Pet Welfare Association, Inc. (“NYPWA”) brings this action against defendants City of New York (“City”), New York City Council (“City Council”), Corey Johnson, individually and in his capacity as a New York City Councilman, and Elizabeth S. Crowley, individually and in her capacity as a New York City Councilwoman.
