Billings, Jr., Chief Judge, to six counts of an indictment charging him with, inter alia, use of the telephone to commit a felony, in violation of 21 U.S.C. § 843(b) (1988) (count 3); interstate travel with the intent to distribute narcotics, in violation of 18 U.S.C. §§ 1952 and 2 (1988) (count 4); and distribution of cocaine and heroin, and possession of those narcotics with intent…
