MEMORANDUM OPINION AND ORDER
HAIGHT, District Judge.
Plaintiff Faye Taylor (“Taylor”) brings this civil rights action individually and on behalf of her children Tamika Taylor and Artnell Taylor (“Tamika” and “Artnell”) pursuant to 42 U.S.C. § 1983 and New York State law.
