This is an appeal, upon a certificate of importance, from a judgment of the Appellate Court for the Third District reversing a decree of the circuit court of DeWitt county in a proceeding instituted in that court by the appellants and others, under section 23 of the Mechanic’s Lien act of 1903, to enforce liens against money alleged to be due from the cify of Farmer City to a contractor for work done under a contract with the city to construct a system of sewers in said city, which was to be paid for in part by general taxation and in part by special assessment.
