Appellees, a class of affected fire fighters employed by the City of Austin (collectively “fire fighters”) 1 sought declaratory and in-junctive relief against the City of Austin (“City”), appellant. The fire fighters’ claims hinged on whether the time they had spent in the fire academy as trainees counted toward their years of service in the fire department for purposes of longevity pay.
