Kenneth Klinger appeals from the district court’s take-nothing judgment in his suit against appellees, the City of San Angelo and the Fire Fighter and Police Officer Civil Service Commission of San Angelo (collectively, “the City”). This case involves the Fire Fighter and Police Civil Service Act (“CSA”), Tex.Loc.Gov’t Code Ann. §§ 143.001-.134 (West 1988 & Supp.1995).
