SEAR, District Judge.

The Omnibus Budget Reconciliation Act of 1981, (OBRA), Pub.L.No.97-35, 95 Stat. 357, was adopted by Congress and signed by the President with the avowed aim of reducing expenditures in a wide array of federal programs. Among the programs OBRA affected most profoundly was Aid to Families with Dependent Children (AFDC), 42 U.S.C. §§ 601 et seq., a state administered public welfare program funded in part by the federal government.
