On the 11th day of August, 1915, one W. T. Rex, as chairman of the board of county commissioners of Rich County, *380filed an application in this court in behalf of said county praying for a writ of certiorari. In the application he prayed that 'William Bailey, John Watson, Harden Bennion, and Amos Gr.
