This is a proceeding by certiorari to review.the action of the Board of Supervisors of Yolo County, in organizing “ Reclamation District No. 108,” and in including therein certain lands of the petitioner, held under title derived from the Mexican government, and which are alleged to be upland, not subject to overflow, and for that reason not subject to be included in a swamp land district.
