This ancillary proceeding under § 304 of the Bankruptcy Code was initiated by a liquidating committee (“liquidators”) appointed in insolvency proceedings instituted and pending in Spain affecting the affairs of Papeleras Reunidas, S.A. (“Papeleras”), a Spanish corporation. The liquidators have invoked § 304 to prevent Republic Tobacco, Inc.
