OPINION ON CROSS MOTIONS FOR SUMMARY JUDGMENT

FIRESTONE, Judge.

Pending before the court are the parties’ cross-motions for summary judgment. The *79United States (“defendant” or “government”) has moved for summary judgment on the issue of damages, arguing that none of the damages that the plaintiff, SAB Construction, Inc. (“plaintiff” or “SAB”), seeks are recoverable. The plaintiff has cross-moved for summary judgment on the issue of liability.
