HULL, Circuit Judge:

Under sentence of death, • Thomas Arthur’s execution is currently scheduled for May 25, 2017 at 6:00 p.m. CST. This is Arthur’s eighth scheduled execution1 and sixth 42 U.S.C. § 1983 case.2

A 2012 regulation of the Alabama Department of Corrections (“ADOC”) prohibits visitors having cell phones in Alabama prisons, and thus Arthur’s execution witnesses may not have cell phones within the execution viewing room.
