These three consolidated cases arise from the award by the Civil Aeronautics Board *259(CAB or Board), in an extremely short timeframe, of interim authority to operate international routes abandoned by Braniff1 when it sought reorganization in bankruptcy on May 13, 1982. Petitioners Pan Am, Delta, and TWA challenge the CAB’s decision to award Dallas/Fort Worth (DFW)London authority to American.
