*128 *760 The origin of this dispute dates back to 1990, when Maryland Reclamation Associates, Inc. ("MRA" or "Maryland Reclamation"), appellee, purchased sixty-two acres of land for the purpose of constructing and operating a rubble landfill. After MRA acquired the land, Harford County (the "County"), appellant, modified its zoning laws to disallow landowners -- MRA included -- from operating rubble landfills.
