I. INTRODUCTION
Plaintiff appears before the court, pro se, seeking a “within-grade [pay] increase” (“WIGI”), which she claims that her employer, the United States Patent and Trademark Office (“PTO”), wrongfully withheld from her. Initially, plaintiff appealed the PTO’s WIGI determination to the Merit Systems Protection Board (“MSPB”)1, which subsequently concluded that it lacked jurisdiction over plaintiffs case.
