MEMORANDUM OPINION

Elmer Eugene Palmer (“Debtor”) filed for relief under Chapter 13 of Title 11 of the United States Code on October 5, 1984. Subsequently, the Internal Revenue Service (“IRS”) timely filed a proof of claim in the total amount of $65,458.84.
