BRUGGINK, Judge.

This is an action brought under the Contract Disputes Act, 41 U.S.C. §§ 601-613 (1982) (“CDA”). Transtechnology Corporation, Space Ordnance Systems Division (“plaintiff” or “SOS”) alleges that the technical data package for M206 infrared countermeasure flares which it used in its contract with the United States Army Armament Material Readiness Command was defective. It also alleges constructive changes to the contract. In its complaint SOS seeks a total of $7,710,519 in damages, plus interest in accordance with the CDA.
