The question presented on this appeal, from a final decree entered after the Chancellor had overruled a demurrer to a bill of complaint and the appellants declined to answer, is the constitutional validity of Chapter 5 of the Acts of 1952. This Act undertook to amend the Charter of the corporation operating under the name of “The Trustees of the Endowment Fund of the University of Maryland” to .provide that thereafter its members should be the Regents of the University of Maryland and that “all the rights, powers, duties, obligations, and functions” of its members should be conferred upon the…
