Vieweg, Commissioner of the West Virginia Bureau of Employment Programs, Unemployment Compensation Division (“Commissioner”), seeks reversal of a final order of the Circuit Court of Kanawha County, entered September 16,1999, affirming decisions of the Board of Review of the West Virginia Department of Employment Security (“Board of Review”).
