Norma Jean Heins (“Norma Jean”) brought suit in the district court pursuant to 42 U.S.C. § 405(g), seeking review of the Secretary of Health and Human Service’s (“the Secretary”) final decision that she was overpaid widow’s benefits from January 1986 through January 1991 and that recovery of the overpayment should not be waived.
