CHOY, Circuit Judge:

Appellants appeal from a judgment of the United States District Court denying their claim for a writ of mandamus. We affirm.

I. Facts

The appellant Emergency Disaster Loan Association (EDLA) is a non-profit corporation representing a group of farmers and ranchers in northeastern Washington who failed to apply for emergency assistance loans from the Farmers Home Administration (FmHA) during the period of 1973 — 74 when the FmHA was authorized to make such loans.
