CLARK, Circuit Judge:

Beginning about April 1, 1973, thirteen north Florida counties received a series of torrential rains resulting in flooding, crop damage, and property damage.1 Pursuant to the Disaster Relief Act of 1970,2 the President, on May 26, 1973, declared the aforementioned area a major disaster area.3 38 Fed.Reg. 14800 (1973).
