MEMORANDUM OPINION
COLLEEN KOLLAR-KOTELLY, District Judge.
For nearly six years, Appellant Green Miller, Jr., has pursued a variety of claims against the District of Columbia concerning four properties Appellant owned during the 1990s. Miller v. District of Columbia, No. 06-1935, Mem. Opin. at 1-3, 2007 WL 1748890 (D.D.C. June 18, 2007) (“Miller I ”). The Court, (per Judge John D.
