WILSON, Justice.

This appeal is from an order dismissing appellant’s action for declaratory' judgment > on appellees’ plea to the jurisdiction. Appellant's action is against the Texas Department of Public Safety, its Director and Regional Commander and the presiding judge of the Corporation Court of Houston. The initial question’ for determination is whether the District Court had jur--, isdiction. ■
