Loring, Chief Justice.

This is an original proceeding in this court in the nature of quo warranto to test the validity of the organization of Consolidated School District No. 18 of Goodhue county. With permission of the court, briefs have been filed by amici curiae. 2

The following questions are raised in the proceedings:(1) Were the acts providing for reorganization of school districts unconstitutional in that they were in violation of Minn. Const, art. 4, § 27?(2) Were the acts invalid in that they constituted an unlawful delegation of judicial and legislative power and set up procedures…
