OPINION

FUTEY, Judge.

This contract case is before the court on defendant’s motion to dismiss. Defendant maintains the court lacks jurisdiction over plaintiffs’ claim and that plaintiffs have failed to state a claim upon which relief may be granted because there is no money-mandating statute or regulation that grants jurisdiction and plaintiffs are not in contractual privity with defendant.
