HARTEN, Judge.
Appellants NewMech Companies (New-Mech), Scott Anderson, et al. (taxpayers) and the United Association of Journeymen and Apprentices of the Plumbing and Pipefitting Industry, Local 126 (Local 126) sought a temporary restraining order (TRO) and permanent injunction against Independent School District No. 206 (ISD) and Manning Mechanical (Manning). Their purpose was to restrain ISD and Manning irom proceeding with work on a mechanical contract that did not include a provision requiring Manning to pay prevailing wages to its laborers.
