OPINION

Before NESBETT, C. J., and DIMOND and RAB INOWITZ, JJ. NESBETT, Chief Justice.

In this appeal we are required to construe the rights and responsibilities of the. parties with relation to a sewerage system constructed in 19SS to serve a federally-financed housing development.

In 1951, appellant corporation purchased', sufficient land near Fairbanks, Alaska, upon which to construct approximately 150‘ houses.
