Plaintiffs seek a declaratory judgment declaring unconstitutional and void certain proposed laws adopted by the common council of the city of Hudson, as to which laws it is alleged the mayor proposes to hold public hearings, thereafter sign them and proceed thereunder in accordance with the provisions thereof.
