In this case the petitioner filed a bill of complaint in the Circuit Court of Leon County against Clarence M. Gay, as Comptroller of the State of Florida, and also against Clarence M. Gay, Comptroller, Richard W. Ervin, Attorney General, and J. Edwin Larson, Treasurer, of the State of Florida, as and constituting the Railroad Assessment Board.
