Application by the appellees for mandamus to compel the board of revenue of Shelby county to levy a special county tax of one-fourth of 1 per cent., or a sufficient amount of said tax, to raise money for payment of certain warrants past due in 1916, and to provide for the payment of said warrants falling due in 1917.
