Defendant Israel Carter, Jr., appeals his convictions for conspiracy to possess with intent to distribute cocaine, 21 U.S.C. §§ 846 and 841(a)(1), and possession with intent to distribute cocaine, 21 U.S.C. §§ 841(a)(1), (b)(1)(B), claiming (1) the district court erred in denying his requested instructions on venue; (2) the evidence presented at trial was insufficient to support his convictions; (3) he was denied effective assistance of counsel during plea negotiations; and (4) the government was presumptively vindictive in refusing to renew a plea offer extended to him…
