The United States appeals the decision of the United States Court of Federal Claims finding that Kevin J. Metz’s separation from the United States Air Force was involuntary and granting his motion for judgment upon the administrative record. Metz v. United States, 61 Fed.Cl. 154 (Fed.Cl.2004).
