Jermaine Dodd was convicted of murder in Lake County, Indiana and then told anyone who was willing to listen that he wanted his case appealed. His appointed appellate lawyer advised the Indiana Court of Appeals that Dodd had a number of viable appellate issues. However, the lawyer first wanted to have the case sent back to the trial court so that he could develop the record for a potential claim of ineffective assistance of trial counsel, a process that is allowed under Indiana law.
