CARNES, Circuit Judge:
A jury convicted Noble Cunningham of one count of conspiring to transport hazardous waste, in violation of 18 U.S.C. § 371, two counts of illegally transporting hazardous waste, in violation of 42 U.S.C. § 6928(d)(1) and 18 U.S.C. § 2, and one count of illegally disposing of hazardous waste, in violation of 42 U.S.C. § 6928(d)(2) and 18 U.S.C. § 2. The district court sentenced Cunningham to concurrent terms of imprisonment of 56 months on Count 1 and 24 months on Counts 2, 3 and 4, as well as three years of supervised release; the court also ordered him to pay…
