Under advisement following a hearing on December 4,1996 are cross-motions for judgment on the pleadings filed by Plaintiff GST Tucson Lightwave, Inc. (“GST”) and Defendant/Counterclaimant City of Tucson (“City”), joined in part by Defendant-Inter venor US West Communications, Inc. (“US West”), and related matters.
