MEMORANDUM OPINION

JOHN D. BATES, District Judge.

Plaintiff Sarah Oryszak seeks judicial review of the Secret Service’s revocation of her top secret security clearance pursuant to the Administrative Procedure Act, 5 U.S.C. § 702. Defendant Mark Sullivan, Director of the United States Secret Service (“the Director”), moves to dismiss the complaint for lack of subject matter jurisdiction, see Fed.R.Civ.P. 12(b)(1), or, in the alternative, to dismiss the complaint for failure to state a claim, see Fed.R.Civ.P. 12(b)(6).
