BLAKE, District Judge.

Role Models America, Inc. (“RMA” or “Role Models”), the plaintiff in this case, operates a residential, military-style academy for high school dropouts. To fulfill a requirement of a two-year multimillion dollar grant Role Models received from the federal government, RMA hired Social Consultants International (“SCI”) in June 2000 to monitor and evaluate the academy’s performance during the grant period.
