Pony Express Courier Corp. (Company) petitions this court for review of a final order 1 of the National Labor Relations Board (Board) issued on January 21, 1992. The Board granted the General Counsel’s motion for summary judgment and found that the Company refused to bargain in violation of sections 8(a)(1) and 8(a)(5) of the National Labor Relations Act (Act), 29 U.S.C. § 158(a)(1), (a)(5) (1988).
