EASTERBROOK, Chief Judge.
Salvador Tapia Lemos, a citizen of Mexico, was ordered removed to his native country in 1997 following his convictions for obstruction of justice and failing to report an accident (that is, being a hit-and-run driver). He reentered the United States without inspection or the Attorney General’s permission. He was caught in June 2010 and removed again. He promptly returned, again in secret. When he was caught in October 2010, the Department of Homeland Security reinstated the 1997 removal order, see 8 U.S.C. § 1231(a)(5), and proposed to remove Tapia for a third time.…
