Appellants Public Employees Relation Board (“PERB”) and the Virgin Islands Waste Management Authority (“VIWMA”) both appeal from the Superior Court’s December 13, 2010 Order reversing PERB’s April 28, 2010 Order that dismissed an unfair labor practice charge filed by the United Industrial Workers-Seafarers International Union (“UIW-SIU”) against the VIWMA and also vacated a decision in a different PERB case that scheduled an election for a new exclusive bargaining representative.
