This was a common law writ of certiorari, brought to review certain proceedings of the commissioners of the Mason and Tazéwell Special Drainage District. Said district was organizecl in the year 1882, under the provisions of the act entitled “An Act to provide for the organization of drainage districts, and to provide for the construction, maintenance aiid repair of drains and ditches by special assessment on the property benefited thereby,” approved May 29, 1879, and originally embraced 42,000 acres of land situate in several townships in the counties of Tazewell and Mason.
