James Willis Tilley (“Movant”) was convicted, after jury trial in the Circuit Court of Scott County, of attempting to manufacture a controlled substance, in violation of section 195.211 1 (Count I), possession of a controlled substance, in violation of section 195.202 (Count II), and possession of chemicals proven to be precursor ingredients of methamphetamine, in violation of section 195.420 (Count III). He was sentenced as a prior and persistent offender 2 to concurrent prison terms of twenty years on each count. We affirmed Movant’s convictions on direct appeal. See…
