I. INTRODUCTION
This litigation involves federal civil rights actions brought pursuant to 42 U.S.C. § 1983 by the plaintiff, Hartford Police Detective Nicholas Russo (“Russo”), against state criminal prosecutors, Hartford police officers and supervisors, the Hartford Police Union and union officers, and the City of Hartford.
