Guangdong Chemicals Import and Export Corporation (“Guangdong”) appeals from a ruling by the Department of Commerce (“Commerce” or “the Department”) conducting an administrative review of an antidumping duty order entered against sebacic acid from the People’s Republic of China (“China”).
