Petitioner Changxu Jiang, a native and citizen of the People’s Republic of China, seeks review of an October 13, 2006 order of the Board of Immigration Appeals (“BIA”) dismissing his appeal of Immigration Judge Annette Elstein’s denial of his motion to reopen based on ineffective assistance of counsel.
