Jian Yun Zheng, a native and citizen of the People’s Republic of China (“China”), petitions this Court for review of an October 11, 2002, order of the Board of Immigration Appeals (“BIA”) denying her motion to reopen her deportation proceedings. In her petition, Zheng argues, as she did in her motion to the BIA, that she was prejudiced in her prior appeal before the BIA by her attorney’s ineffective assistance — namely, her attorney’s failure to file an appellate brief.
