I. INTRODUCTION
This matter is before the court on the defendant’s motion for summary judgment. The plaintiffs in this case are two female farmers who hired the defendant, attorney Phillip Fraas, to represent them in a civil rights action against the United States Department of Agriculture (“USDA”).
