¶ 1. Milwaukee County appeals an order of the circuit court affirming a decision of the Labor and Industry Review Commission. We reverse.

BACKGROUND

¶ 2. This is a review of a decision of the Labor and Industry Review Commission (LIRC) in which LIRC determined that two Milwaukee County (the County) employees — Kimberly D. Carrington-Field and Ellettra L. Webster — were not suspended for "good cause connected with [their] work," pursuant to Wis.
